It’s a dramatic real-life story, but maybe it’s not dramatic enough for a movie. Eastwood did what he could with the source material, but I’m just not sure there’s enough there.
Not sure that all the flashbacks improved the story. If they did anything, they distracted from the fact that this is not such a great story.
Another approach might have been to take a more in-depth look at Sully, one of the passengers, and a ferry captain. Turns out that ferry captain Vincent Lombardi, who was the first to reach the plane, played himself in the movie. He would have been a good central character. And then maybe take some fictional liberties to fill things out a bit. This was the success of Cameron’s Titanic. Nothing wrong with “based on a true story” if it makes it a much better movie.
